The Fed and the cult of Freemasonry both make a similar claim::: They claim their organization is outside the authority and jurisdiction of the laws and authority of the United States. I don't know how "they get away with it"... But it could be that Freemasonry permeates Law, Manufacturing, Industry, Military, Media (newspapers and TV, etc) and such. I know for a certainty it did through out the 19th Century and I doubt anything has changed. It's nice to be a "Secret Government within the government" and do your little deeds in darkness and impunity. These "Secret Tow Lines" ruin peoples freedoms.
